In preparation for public comment hearings on Xcel Energy's Just Transition Plan (JTP), the Office of the Utility Consumer Advocate (UCA) is visiting Routt County to educate the community about the operations of the Colorado Public Utilities Commission (PUC), the regulatory process, and how they can voice their concerns and perspectives.
UCA Community Presentation & Q&A
The UCA will host a community presentation and Q&A session to explain:
- The role of the Public Utilities Commission
- How regulatory decisions are made
- The impact of the JTP
- How to deliver significant and impactful public testimony
This is a valuable opportunity for residents to learn how to participate in the utility regulatory process and ensure their concerns and perspectives are heard by the PUC.

PUC proceeding 24A-0442E: Xcel Energy’s Just Transition Plan (JTP), outlines the retirement of coal-fired generation assets across Colorado, including the Hayden facility, scheduled to close in 2028. The plan aims to:
